Belmont is named alongside Arlington, Cambridge and Somerville as a community whose combined sewer overflow, stormwater and other discharges contribute to the impairment of the Alewife Brook, and the low ground around Winn Brook and Little Pond drains that way. That is the shape of most wet cellars in this town: not a flood, a capacity problem upstream of your foundation on a day when the whole system is full. It matters for what comes next, because a capacity event is not what a flood policy pays for, and the things that actually stop it, grading, downspout extensions, a backwater valve, are cheap next to a drying bill you end up paying twice.

Can I just run a dehumidifier and leave it?
