A 1938 median build year puts the asbestos survey first
Belmont's median home was finished in 1938, so the written asbestos survey under 310 CMR 7.15(4) is the normal first step rather than a formality. It has to cover everywhere the work will breach, including wall cavities, the space above ceilings and between layers of flooring, and the do-it-yourself exemption reaches only an owner-occupied single family handling non-friable material. Where MassDEP notification applies it must be received ten working days before abatement begins, so a promise to demolish next week in a 1938 house is not a schedule anyone can keep. The water side is smaller than people expect. Belmont's low-lying Winn Brook and Little Pond ground drains toward the Alewife Brook, and the town is named as a contributor to its stormwater and sewer load, which is a capacity problem that flood insurance does not cover and that grading, gutters or a valve often solve.

310 CMR 7.15(4) requires the owner or operator of a facility containing suspect asbestos-containing material to engage an asbestos inspector before any demolition or renovation and to obtain a written asbestos survey report covering everywhere the work will breach, including wall cavities, areas above ceilings and spaces under and between multiple layers of flooring. The only exception is the owner of an owner-occupied single-family residence doing the work themselves on non-friable material alone.

The Alewife Brook release names Belmont, Arlington, Cambridge and Somerville as the communities whose combined sewer overflow, stormwater and other discharges contribute to water quality impairment of the Alewife Brook, and says all of them are running programs to identify and control those sources.
